A Just Transition in Industrial Regions
JETSKIR (Just Environmental Transition and Skill Building in Industrial Regions)is an Interreg EU project that started in May 2025 and runs for three years. As the name suggests, its goal is to support industrial regions in Europe in achieving a just ecological transition while promoting the development of new skills and qualifications for workers.
Why JETSKIR?
Many industrial regions face a dual challenge: they must restructure their economies to be climate-friendly and sustainable, while ensuring that workers are not left behind. Decarbonisation projects in particular reveal a growing demand for skilled labour, yet suitable training opportunities are often lacking. This situation exacerbates existing social inequalities and threatens broad participation in the transformation process.
JETSKIR addresses key challenges:
- Labour market issues: Traditional industries often lack modern qualifications. Without timely reskilling and training, the transformation puts existing jobs at risk.
- Resource and energy dependency: Industrial processes are often neither resource-efficient nor energy-efficient and rely heavily on fossil fuels. Transitioning to renewable energy is technically and economically demanding.
- Uncoordinated policy measures: Regional initiatives are often not aligned. There is a lack of integrated strategies that connect environmental, social, and economic goals.
- Regional inequalities: Some regions are further along in the transition than others. JETSKIR promotes exchange and mutual learning to develop shared solutions.
- Lack of stakeholder involvement: Transformation is often organised top-down. JETSKIR focuses on actively involving businesses, public authorities, educational institutions, and citizens.
What does JETSKIR do?
JETSKIR supports regions through concrete actions:
Exchange of experiences and best practices among European industrial regions
Regions share successful approaches and challenges to learn from each other and disseminate proven practices. Each partner region develops strategies to shape structural change in a socially just and ecologically sustainable way.
Development of regional action plans for structural change
The project promotes the development of new skills for workers, especially in the context of decarbonisation and digitalisation.
Strengthening strategies that link ecological transformation and social justice
Involvement of local stakeholders
Businesses, authorities, educational institutions, and citizens are actively engaged in shaping the transition.
The partner regions – including Germany, Finland, Spain, Austria, Montenegro, and Albania – work closely together to develop sustainable solutions and learn from one another.
